Access Policy

This policy applies to all requests from individuals to view or access public, non-confidential information produced by the Saudi Council of Engineers, regardless of its source, form, or nature.

Exemptions

The provisions of this policy do not apply to protected information, including:

  • Information whose disclosure would harm national security, state policies, interests, or rights.
  • Military and security information.
  • Information and documents obtained through an agreement with another country, classified as protected.
  • Investigations, inspections, and surveillance activities related to crimes, violations, or threats.
  • Information containing recommendations, suggestions, or consultations for issuing legislation or government decisions that have not yet been made public.
  • Scientific or technical research, or intellectual property rights, where disclosure would infringe upon moral rights.
  • Information related to competitions, tenders, or bids, where disclosure would compromise the fairness of competition.
  • Information that is confidential or personal under another regulation, or requires specific legal procedures for access.

Transparency

Individuals have the right to know information related to the activities of the Council, enhancing the integrity, transparency, and accountability systems.

Necessity and Proportionality

Any restrictions on requests to view or obtain protected information handled by the Council must be clearly and explicitly justified.

Disclosure as the Default

Everyone has the right to access public, non-protected information. The requester does not need to have a specific standing or particular interest to obtain such information, nor will they face legal repercussions for exercising this right.

Equality

All requests for access to public information are treated equally, without discrimination.



Individuals' Rights Regarding Access to or Receipt of Public Information:

  • The right to view or obtain any non-protected information held by the Saudi Council of Engineers.
  • The right to know the reasons for refusal of access or the receipt of requested information.
  • The right to appeal a decision that denies access to or receipt of requested information.

Key Steps for Accessing or Obtaining Information:

  • The request must be submitted in writing or electronically.
  • The (General Information Request Form) approved by the Saudi Council of Engineers must be completed.
  • The request must be for the purpose of accessing or obtaining public information.
  • The request form must include details on how the final decision and notifications will be sent to the individual (e.g., national address, email, or the entity’s website).
  • The request form must be submitted directly to the Saudi Council of Engineers.
